Lesedi Drilling and Mining Contracting Company is a leading drilling organisation. Since its establishment in 2002, Lesedi experienced rapid growth and has partnered with Partners Drilling (Pty) Ltd to expand the type of services offered to include surface drilling. Lesedi Drilling and Mining Contracting Company, Partners Drilling and Partners International, henceforth referred to as ‘The Company’, have various surface and underground drilling operations in South Africa and internationally.
1.1 THE COMPANY
1.1.1 OUR MISSION
Our business is drilling, that includes underground exploration drilling and surface drilling through our drilling partners. We consistently seek to create value for everyone with a stake in our company, by exploring new drilling opportunities and ventures locally and abroad.
1.1.2 OUR VALUES
The Company consistently strives to generate competitive shareholder returns. We do this by continuously improving the performance of our key resources - our people, our assets and our services. We conduct ourselves with honesty and integrity. We provide our employees with opportunities to develop their skills to promote innovation, teamwork and freedom with accountability. Every manager and employee takes responsibility for health and safety; and together strive to create workplaces which are free of occupational injury and illness.
1.1.3 OCCUPATIONAL HEALTH & SAFETY (OH&S)
The Company is committed to providing a healthy and safe work environment to all its employees. The Company regards people as a primary concern and undertakes to safeguard employees, clients and the public in general from injury and nuisance or risk to health arising from the operations associated with the business. To this end, its Health & Safety Management Programme is based on the active participation of employees at all levels of the organisation. Employees are encouraged to participate in all matters related to Health & Safety, ensuring transparency at all times. In addition, the Company’s Health & Safety Management Programme is aligned with International Best Practice and relevant statutory requirements, including client specifications and instructions pertaining to Health and Safety Management.
1.1.4 THE COMPANY AND THE ENVIRONMENT
The Company is also dedicated to achieving standards of environmental excellence during the exploration, planning and operation of all its projects. We are confident that providing a net benefit to the environment and society will, in the long run, result in the organisation prospering and we foster a spirit of care and respect for the environment amongst our employees.
2.0 SCOPE OF OH&S MANAGEMENT SYSTEM
This OH&S Management System applies to all facilities, activities, equipment, services and maintenance associated with the Company’s operations. These include new developments, planned activities and modified or expanded activities.
3.0 OH&S FRAMEWORK

3.1 OH&S LEADERSHIP & COMMITMENT
The company embraces visible felt leadership – all Managers, Foremen and Supervisors are expected to lead by example by setting the highest personal standards for the achievement the Company’s OH&S objectives. Management will pro-actively encourage and promote OH&S awareness and the appropriate behaviours and attitudes necessary to achieve a continually improving OH&S performance and culture among our employees.
Strategic objectives are determined by Executive Management. Implementation of strategic goals and objectives is the responsibility of the various Business Unit Managers. Managers must ensure that the OH&S Programme is implemented, monitored, reviewed and maintained within their respective areas of responsibility to ensure that strategic goals and objectives, as set out by EXCO, are met. The various levels of management work together towards achieving zero incidents and especially no repeat incidents.
Responsibility for management of OH&S risks rests with relevant site management. Reporting relationships between Managers within the Company are currently:

3.2 EMPLOYEE PARTICIPATION IN OH&S
As per the OH&S Framework, structures and committees have been put in place to ensure employee participation in the OH&S Programme. We are committed to involving our employees with the setting of performance standards, devising operating systems, procedures and instructions for the control of OH&S risks and with monitoring and auditing activities.
This involvement in formulating systems and procedures is of utmost importance to ensure that it is relevant, accepted and written in a form that can be applied in practice.
We are convinced that our approach of employee participation in developing our safety management system will contribute and stimulate the desired culture attitude of “an understanding that the Company as a whole, and those working in it, benefit from good health and safety practices.”
4.0 OH&S SYSTEM EVALUATION AND MAINTENANCE
4.1 SELF-ASSESSMENTS AND AUDITS
A formal system for self assessments and internal audits is in place. The outcomes of such assessments, along with the results of external/ 3rd party audits, are utilised to:
Continually improve the Company’s OH&S Management Standards and System
Set and revise objectives and targets for safety plans
4.2 DOCUMENT REVIEW AND UPDATE
This OH&S Management System Standards and Reference Manual is a live document that will be reviewed and updated to reflect changes to the management of OH&S aspects for improved performance. It will be reviewed by the Company’s Chief Operating Officer to ensure the ongoing suitability, adequacy and effectiveness of its contents. The periodic review will be documented by retaining the previous version of the document in archives.
5.0 OH&S MANAGEMENT SYSTEM MODEL & STANDARDS
The following Standards were determined by Executive Management, and represent the minimum requirements for the establishment of an OH&S Management System and Programme. The main objective of the standards is to support the realisation of the Company’s vision, and the implementation of the OH&S Policy. Furthermore, implementation of the standards will ensure the achievement of our client’s vision to achieve zero harm through the effective management of safety in all operations.
The OH&S Management System model followed by the Company is that of the OHSAS 18001:2007. The model below shows the relationship between the Company’s OH&S Management System and the OHSAS 18001 element structure.

These standards are non-negotiable and must be complied with by all business units in respect of facilities, activities, products equipment, services and maintenance.
